The Criminal Justice and Courts Service Act 2000 contained the requirement for all police and probation areas in England and Wales to work together to protect the public from harm from sexual, violent and other offenders who may cause serious harm.

As the “responsible authorities” under the act, Derbyshire Police and Probation led the creation of a Multi-Agency Public Protection Panel (MAPPP). The panel manager is a senior probation officer based at Police Headquarters, Ripley.

The panel consists of:

  • The Police

  • Derbyshire Probation

  • City & County Health Authorities

  • City & County Councils

  • Housing Organisations

  • Childrens Services

The panel holds risk strategy meetings for the most serious offender cases in order to;

  • Share information

  • Make a joint assessment of any risks posed to the public

  • Agree what actions each agency will take

The resultant Multi-Agency Public Protection Arrangement (MAPPA) ensures that joint intensive supervision plans are in place to minimise the risk to the public from the most dangerous offenders in the community.

Victim Support

Specially-trained Victim Liaison Officers organise contact with, and support for, individuals and their families who are victims of serious crime. They work closely with the offender manager of the offender concerned, but do not have any involvement with the offender. Through the VLO the victim is able to raise concerns whilst being kept appraised of an offender’s progress throughout the sentence process.

Victims are informed about how a prison sentence will run; about when a prisoner will be due for release on licence and about the area in which the prisoner will be living. Victims’ views may form part of an offender’s parole dossier or release plan. VLOs, on behalf of the victim, may request extra conditions in a licence, such as prohibiting an offender from contacting the victim, or excluding the offender from certain areas.


Victim Liaison Officers maintain close contact with the Police and the local victim support organisations.
